Dams are inherently vulnerable during rehabilitation construction due to risks such as a weakened/reduced cross section of the structure or reduced flood passage capacity. Successful management of the risks salient to dam construction requires proactive identification, planning, and mitigation by all parties. This 2-hour webinar will examine typical risk categorization with a focus on dam safety during construction, the risk identification and evaluation process, and risk management strategies. These include design and construction mitigation measures, risk allocation and transfer, appropriate levels of investigation and monitoring, and emergency response planning. The discussion will draw from case histories and lessons learned considering perspectives from the design engineer, contractor, owner, and regulator.

Jennifer L. Williams, P.E.

Senior Geotechnical Engineer, AECOM

Jennifer Williams is a registered professional engineer with over 20 years of experience specializing in geotechnical design and analyses of earth dams. Ms. Williams is currently one of the managers within the AECOM dams group in the Denver office. She received her BS degree in civil engineering from Colorado School of Mines and MS degree in civil/geotechnical engineering from University of Colorado. Ms. Williams has provided dam safety engineering services including inspection, analysis, design, and risk assessment to several federal and private dam owner and operators. Ms. Williams leads the semi-annual publication on dam safety – Western Dam Engineering Tech Notes. She has conducted training on using risk-based condition assessments for managing dam inventories for the state dam safety branches of Colorado, New Mexico, and Hawaii. Ms. Williams is co-developing and co-facilitating a technical workshop on the Emergency Response to Seepage Incidents at the 2018 ASDSO national conference.

Del Shannon, P.E.

Dams, Hydropower & Water Resources Business Development Team/Barnard Construction Company, Inc.

Del Shannon utilizes his 28 years of experience in civil, geotechnical, and environmental engineering fields to pursue new dam design, construction and rehabilitation projects through RFQ and RFP responses, value engineering, industry organization participation, design/build and other early contractor involvement opportunities.  Del joined Barnard in 2017 after having worked for both consulting engineering and construction firms where he designed and built dams throughout the US and overseas. He has been involved in significant roles on a wide variety of embankment and concrete dam projects, such as Project Manager and Lead Engineer on the development of a preconstruction test quarry for the Gross Dam Enlargement, Engineer of Record on the Pine Brook Dam design, and Engineer of Record for the Thayer Creek Hydropower Dam design. He has received national awards for his work from the US Society on Dams and the Association of State Dam Safety Officials. Del earned his M.S. in Civil Engineering from the University of Colorado, Boulder and is a licensed Professional Engineer in Colorado, New Mexico, Alabama, and Alaska.
